My guess is that since the "i" mark appears before the consonant it modifies in Devanagari, you also have to type its code before the consonant's code. I agree, unicode is cool, before it came along I was quite sick of using a 256-char western European character set and e.g. never being able to type Jirka MatouĊĦek's name correctly.
